The workhorse. Reads every raw document the Collector brings back and produces structured claims and observations with full schema validation. Center documents yield claims about what the organization says it does. Edge documents yield observations about what the world actually sees. Run 013: 1,377 claims and 4,736 observations. The single highest-leverage change in pipeline history was giving this agent individual documents instead of consolidated files. Observations increased 206x.

Authority measures whether the organizational voice carries weight and whether power matches accountability. Continuity will measure whether those signals hold over time. Produces structural findings with confidence scores, identifies Failure Modes, and flags where the architecture of an organization is working against itself.
